Getting
it right
F
or many, it is discouraging that OSHA has to extend
the compliance date for crane operator certification
requirements. And it’s also a pain that OSHA will need
to reopen, in a limited fashion, the Crane Rule published in 2010
to clarify the type and capacity issue in regards to crane operator
certification. But both are necessary steps in order to get it right.
In his Comment column, SC&RA Executive Vice President
Joel Dandrea offers a thoughtful analysis of the type and capacity
issue and what it will take to solve it. I am pleased to see SC&RA
state so clearly that it is “100 percent supportive of OSHA’s
decision to reopen the rule.”
Also in the realm of advocacy, SC&RA’s Director of Advocacy
Steven Todd contributes to
ACT
this month with an article
that shows how SC&RA, transportation organizations and
state Departments of Transportation have worked together
to harmonize the permitting process for oversize/overweight
loads. While there is still more work to be done, uniformity in
the permitting process is happening. Someday soon there truly
will be “one-stop shop permitting.” While we are not there yet,
Todd reports on the progress and the partnerships that have been
formed in the process.
The big event this month is the SC&RA Crane & Rigging
Workshop in Orlando. Workshop Chairman David Cowley and
the SC&RA staff have cooked up an engaging event that includes
time for educational seminars, networking and the exchange of
ideas. Lindsey Anderson has written up our Workshop Show
Guide, which provides an overview of all the companies that will
be participating in the Exhibit Center.
Also in this issue we take a look at the market for super cranes,
those cranes in the 1,000 to 5,000-ton capacity range. These
beasts are taking on a range of energy and industrial projects
around the world, and prospects are strong for growth in this
market sector. David Duerr contributes an article that outlines
the basics of mobile crane stabilization. Our Site Reports
chronicle two interesting jobs: Specialized Inc.’s challenge of
moving two turbine runners across the country and Citadel
Construction’s efforts to lift and place the world’s largest Tilt-Up
panel. Plus, our interview is with Jim Robertson, president of
Allegiance Crane & Equipment.
We are looking forward to ICUEE, which will be held October
1-3 in Louisville. Anderson provides a preview of the event this
month and in the October issue she will contribute a full-blown
ICUEE Show Guide.
